I got a task a day or so ago on my computer that, instead of using no CPU, it said 0.01 CPUs. Is this normal? I've never seen it before.

It is normal. The project whilst it is an NCI project it still needs to talk to the CPU to gather it's data and contact the project periodically.
My computers take from 0.08 seconds per WU up to 40 seconds. During a 6 hour WU that is not much time.
