Not content with continuous false reports of new apps, and no fix. The problem was reported and an admin side fix was suggested but not implemented. This is the volunteer 'fix':

Applications are reported as active based on the information in a reported WUProp task.

I'm guessing that the WUProp server flags an application as inactive when no host has reported any work done for it within a given period of time. Slow hosts (particularly those which only run BOINC for short periods) can have tasks which timed out on the project server many days ago and because BOINC doesn't need to report or request work the host doesn't know that the task has been cancelled. Any work done on such a task will cause application time to be reported to WUProp, which the server interprets as the application becoming active.

Good point. However, I think that some projects are flagged as permanently inactive, here's why. A few days ago I fixed an old laptop that hadn't run since 2013 and there were 2 very old incompleted WU's, one of which was FreeHal, the other an old WCG unit. Both ran to completion and showed up in my hours but neither of them triggered as an active project.

I'm currently running an inactive app. It hasn't been triggered as active. I'm accumulating hours.

I recently got a laptop back after La Red Trapa Sismos had been declared inactive. On restarting BOINC I found a new task. It ran but did not trigger as active. I got hours for it too.

Sure the notifications are useful for app chasers but there are just as many false reports as there are real ones. Nanosurf, FreeHal and others where the host site no longer exists are particularly insane.

These tasks are taking weeks to get through, some are being reported with well over 100 hours and up to 200 hours, so there must be some real slow computers out there running these long tasks. I think only about 5 have been returned in the last week.
The other thing that can be happening is that the work units are timing out and get sent back, then reissued.
This constitutes a user reporting back to the server but no actual work has been completed so the number of work units stays the same.
As this generates no hours then WUProp does not report activity for that application.
So if a lot of work units over a period of time keep getting downloaded then left till they time out it can be quite a while before the project reports an active result when someone finally returns a completed work unit.

Well, if you ever tried to run RNA then you know that the project is something special. You have to consider this:
Tasks in progress 192

These tasks tend to take VERY LONG to complete (3 months is nothing!) - if they do at all. But mostly they don't and end up as a resend, and that was probably the trigger for this message.
And that's also the only chance to get a task if you have luck. It took me at least two or three months the first time until I finally got one of those monsters, but it didn't last very long until it failed. I'm now having the third task on one of my hosts and it is at 35 days - with only one wingman (out of thirtysomewhat) which could complete it with over 180 days...

Well, tbh I'm wondering about that...
CSG server status says, there are absolutely no WUs out in the field, so this seems rather illogical, especially since the page doesn't seem to be frozen when looking at the server time.
In addition, it's not even a month ago (at the 7th of November) that SubsetSum was mentioned in the apps thread the first time.
Either there someone is working on the app in the background or something is really weird here. ;-)

I don't know that this is how it works.

I had a La Trapa Sismos WU sat on a repaired Mac and months after the project went dead, I got my Mac back and started up. The WU did not trigger an appearance in the new / intermittent list and the application remained in the red.
